Fernando Montenegro Torres is a physician and economist at the World Bank, where he works on health policy and management, public financing and health information systems. He also leads work on using a human rights approach to improve governance and accountability in delivery of health and related social services in Latin America. Fernando previously worked as a physician in Ecuador. He completed his graduate studies at the Karl Ruprecht University in Heidelberg (Germany) and at the School of Advanced International Studies (SAIS) and the Bloomberg School of Public Health at Johns Hopkins University . He has worked in various countries in Latin America and Europe and has published in peer-reviewed journals on health insurance and benefit packages. He is the author of various chapters of publications on health systems.
