Fleur is a senior lawyer in Allen & Overy’s infrastructure and energy group, with a particular focus on the PPP market. She has advised both private and public sector clients in the United Kingdom and overseas across a range of PPP and related sectors (including defense, prisons, health, schools, rail, highways, streetlighting, and power). Fleur was seconded to draft the first PFI/PPP contract standardization guidance for the UK government in 1999 and has also had first-hand experience with the private sector perspective, working for several years in the investment arm of a leading private sector developer prior to joining Allen & Overy.
