Francis is a health systems specialist with over 10 years of experience in Africa. He is a consultant health specialist with the World Bank Group’s Health in Africa, and a senior lecturer at the Institute of Healthcare Management, Strathmore University. His main interest is strengthening health systems to preferentially benefit low-income groups through innovative and sustainable interventions.
Francis supports quality management and regulatory reforms work undertaken by the World Bank Group. His key achievements include coordinating the development and Gazettment of the Joint Health Inspections Checklist and Guidelines, developing a framework for continuous quality improvement and accreditation of healthcare facilities in Kenya, and supporting the government to develop systems and processes for medical malpractice and negligence. Francis holds a PhD in Health Systems and Policy from the Open University, a Master degree in Public Health from the London School of Hygiene and Tropical Medicine, and a Bachelor of Pharmacy degree from the University of Nairobi.
