A US national, is a consultant on international statistics for the World Bank.  In that capacity is the co-chair of the Technical Advisory Group that provides expert guidance on statistical methodology for the International Comparison Program.  In addition, Mr. Vogel was the principal author of the “Global Strategy to Improve Agricultural and Rural Statistics” prepared by the World Bank and the Food and Agricultural Organization under the auspices of the United Nations Statistical Commission. He is currently providing expert advice on the Action Plan to implement the Global Strategy.  From 2002 to 2008, he served as the Global Manager of the International Comparison Program that produced purchasing power parities for 146 countries.  Before joining the World Bank in 2002, Mr. Vogel was the chair of the Statistics Board in the US Department of Agriculture where he had the final sign-off authority for over 400 statistical reports a year. 

Mr. Vogel is an elected member of the International Statistical Institute where he also chairs the Committee on Agricultural Statistics and a member of the ISI Council.  He has published numerous papers on economic statistics.
