Eng. Gabriel Lwakabare has over 40 years of experience in a wide spectrum of activities including: planning and implementation of community water supply and sanitation; program development and management; policy formulation; institutional development; capacity building; preparation of work plans and budgets; and monitoring and evaluating performance of projects/programs. In addition to his engineering profession, Mr. Lwakabare is a specialist in procurement and contract management with solid knowledge and experience in public procurement management and auditing. Over the years he has acquired valuable skills in developing procurement manuals, administering contracts and carrying out projects/program value for money audits.
For the last ten years, he has been engaged by the World Bank as a Consultant providing operational support in the implementation of water sector portfolio in the United Republic of Tanzania. He has provided technical and operational support to the Technical Teams for the WSSP phase I & II, the RWSS PforR program, the solar water pumping project and preparation of the Water Security for Growth (WS4G) project.
Eng. Lwakabare retired from public service in December 2006, having dedicated all his working years to the development of the water sector. After retirement, he continued working in the water sector as a consultant with the WB to date. Before retirement, he was Project Coordinator of the World Bank funded Tanzania Rural Water Supply and Sanitation Project (RWSSP) under which the Tanzania Water Sector Development Program (WSDP) currently being implemented countrywide was prepared.
Earlier, Eng. Lwakabare worked with the disestablished Kagera Basin Organization (KBO), a joint basin management institution which was tasked with multisectoral development undertakings in the Kagera river basin area of the four member countries of Burundi, Rwanda, Tanzania and Uganda with head offices in Kigali, Rwanda. While with the KBO, he served in various capacities first as a Civil Engineer; then as Director of Project Studies and Training; and later as Director of Finance and Donor Liaison.
Eng. Lwakabare is a qualified Civil Engineer with a master’s degree in Civil Engineering—Water Resources Management from Colorado State University (USA) and a bachelor’s degree in Civil Engineering from University of Nairobi, Kenya. He is a Tanzanian national, married with three sons and one daughter.
