Dr. Gemini Joseph Mtei is an Economist working as Finance Team lead for Public sector Systems Strengthening (PS3) project implemented by Abt Associates Inc. under USAID funding. He is coordinating implementation of interventions to strengthen cross sector public financing systems including improving provider payment mechanisms, planning, budgeting, and financial management, to better align PFM systems with sector financing systems for service delivery improvement. He has previous research experience of over 10 years in the field of health financing and social protection, including assessment of equity in financing and access to health care services, health insurance regulations, financial risk protection and strategic purchasing
