Ghiles Elkadi

Private Sector Economist

Ghiles Elkadi is a Private Sector Economist (ETC) with the Finance, Competitiveness, and Innovation (FCI) South Asia Region (SAR) of the World Bank Group. He focuses on private sector development, investment climate reform, and economic impact modeling. In this role, he has contributed to a wide range of analytical and advisory engagements, leading or co-authoring economic analyses for Nepal, Sri Lanka, Maldives, Bhutan, Bangladesh, and India. His work includes investment climate assessments and sector-level impact models across tourism, agriculture, digital economy, and manufacturing.

Previously, Ghiles served as a consultant for both the World Bank and IFC, where he contributed to several key analytical products supporting Country Private Sector Diagnostics (CPSDs), Enterprise Surveys, Country Climate and Development Reports (CCDRs), and economic updates. His modeling work has helped inform sectoral reforms, lending and technical assistance by quantifying revenue potential, job creation, and domestic value added.

Before joining the World Bank, Ghiles was an Investment Advisory Manager at EY, where he specialized in legal and tax compliance, investment and divestment strategies, and transfer pricing. He was also involved in discussions on business environment reforms and foreign investment promotion in Algeria.

Ghiles is a Chevening Scholar and holds dual master’s degrees in Economic Analysis and Corporate Finance from the University of Westminster and IAE Lille.

Fluent in English, French, and Arabic, he brings a multicultural perspective to his work. He is passionate about evidence-based solutions that promote better jobs, dignity, and economic resilience.
