He has a sector tailored experience in management of water supply and sanitation, transport, solid waste, urban planning, housing, disaster management, municipal financing and public utility reform projects. As a professional civil engineer, he led many positions at the World Bank in Europe and Central Asia, Latin America, Caribbean, Middle East and North Africa. He gained extensive advisory experience in infrastructure, corporate governance and public sector reforms. Haji led the preparation of strategic and transformational reforms and policies in many infrastructure sectors and provided policy advice on public utility reforms and corporate agenda
