Harika Masud

Senior Social Development Specialist

Harika Masud is a senior social development specialist with more than 15 years of development experience spanning microfinance, public financial management and citizen participation. She specializes in topics related to social accountability and social inclusion, particularly in FCV contexts. Her work over the past 3 years has focused substantively on fostering whole-of-society approaches to climate change in the Middle East and North Africa region, including numerous Climate Change and Development Reports, operations and analytics.  Before the World Bank, Harika most recent assignment was with the International Budget Partnership’s Open Budget Initiative, where she was responsible for implementing the Open Budget Survey, providing technical assistance to civil society organizations and government counterparts and conducting research on fiscal transparency and its relevance to other open government approaches. Harika holds a master’s degree in public policy from the University of Michigan, Ann Arbor and two bachelor’s degrees in economics and social sciences from the Lahore University of Management Sciences in Pakistan.
