Heather Kerr is a seasoned professional in the humanitarian and development sectors, with a specialization in child protection. With over 27 years of experience, she has led emergency response and long-term development programs in West and Central Africa and in Afghanistan. Since April 2023, she has served as Country Director for the International Rescue Committee (IRC) in the Democratic Republic of Congo, bringing deep operational expertise and strategic leadership to the role—skills honed through years of work in fragile and complex contexts, including Afghanistan, Chad, Niger, Ivory Coast, Sierra Leone, the DRC and Zimbabwe.

Prior to taking on this position with the IRC, Heather held key leadership roles within leading international organizations such as Save the Children and Oxfam. From 2014 to 2020, she served as Country Director for Save the Children in DRC.

Recognized for her commitment to child rights, protection, and safeguarding, Heather is also known for her commitment to localization and forming true partnerships with national NGOs and organisations.
