Heidi Tavakoli is a Research Fellow within the Centre for Aid and Public Expenditure (CAPE). Her work relates to public financial management (PFM), aid modalities, and the aid effectiveness agenda. Since joining ODI, her projects have included supporting and analysing PFM reform in fragile states, assessing the net benefits of aid instruments, developing an instrument in South Sudan, and assessing the performance of countries against the Paris Declaration indicators. Prior to ODI, she worked as a consultant in the Social Policy Programme at Oxford Policy Management and before that she spent two years as an ODI fellow in the Ministry of Education, Namibia.
