Helena Rovner is a Senior Education Specialist in the LAC Education Practice at the World Bank. She is a focal point for EdTech at the regional level, and she has co-led teacher professional development initiatives, and since 2023 she leads the technical activities organized under the framework of the MoU signed by the WB and the IDB.
She has over 25 years of experience in social and economic research, with a focus on education, technology, and human development, and has authored and co-authored books and research papers on topics such as education inequality, skills and labor markets, and the impact of school closures during the pandemic.
Previously, she worked for Plan Ceibal in Uruguay, organizing their Evaluation and Monitoring Department. She also worked for RBLAC at UNDP, contributing to Human Development Reports and development documents.
She holds a Ph.D. in Government from the University of Essex, an M.A. in Political Behaviour from the same institution, and a B.A. in Political Science from the University of Buenos Aires.
