Helene, a French national, brings 14 years of experience in producing policy and research analyses on a range of Health System and Health Financing issues, providing technical support to national counterparts on Health Financing reforms and designing and supervising health operations in more than 20 countries. She worked extensively in LMIC, with a heartfelt focus on Sub-Saharan Africa and fragile settings, being long-term based in Ivory Coast, Eritrea, Kenya, Somalia, DRCongo, Niger and Morocco. Her main areas of expertise are: design of health financing policies and frameworks, hospital finance, payment mechanisms and innovative delivery systems. Prior to joining the Bank, she was a health financing adviser at the French Minister of Foreign Affairs, providing strategic advice on cooperation programs for health financing and social protection sectors and on the multilateral portfolio (Global Fund and GAVI). She now works as a Health Economist at the Health, Nutrition and Population Department of the World Bank on UHC country case studies. She has been trained in both health economics and public health at the London School of Hygiene and Tropical Medicine.
