Hélène is a Senior Health Financing Specialist at WHO, Geneva, Switzerland since 2015. She specialises in budgeting, public financial management and fiscal space for health issues. She previously worked for the World Bank on health financing strategy design, public expenditure reviews, and fiscal space analyses, for the French Government and NGOs across low-and-middle income settings. Her initial training is in public finance and economics (Sciences Po, 1998), complemented by a Master’s in public policy for health (LSHTM, 2008) and a PhD in health economics (CERDI, 2013).
