Helga is a senior lawyer based in Brussels specializing in transactional public law and projects. She advises public and private sector clients by creating and supporting innovative and effective solutions for PPP tenders and contracts in the interest of all stakeholders.
Helga has worked on a range of award-winning infrastructure projects across the globe for over 20 years and brings an innovative, long-term view on the entire lifecycle of a project, from creating a robust regulatory framework to the tendering process, contract implementation, dispute prevention, and resolution. Helga headed Allen & Overy’s global public law practice from 2013 until 2020. She contributes to publications such as the World Bank’s 2017 and 2019 Guidance on PPP Contractual Provisions, Gl Hub (G20)’s PPP Risk allocation Tool, and Eurostat and EIB’s 2016 Guide to the Statistical Treatment of PPPs.
Helga is a passionate advocate for a more balanced, transparent, and focused approach to the tender phase of projects to ensure their long-term viability and a broader impact from PPPs and government-funded projects.
She holds a Master in Law from the University of Leuven (KU Leuven) in Belgium.
