Herb has more than 10 years' experience in infrastructure finance and economics. He has lived in Singapore and Sydney, supporting governments in both developed and developing economies to plan and deliver major infrastructure projects. He began his career working for the Public-Private Infrastructure Advisory Facility (PPIAF) in 2008.
Herb is primarily focused on transportation and has worked on transaction teams for major transportation projects in Asia and Australia.
He also has an interest in supporting the upstream environment for infrastructure investment. He has led analysis of policy and enabling frameworks, sector strategies and masterplans, and project prioritization and market studies for new projects. Notably, he spent almost a year each supporting the New South Wales (Australia) Long Term Transport Master Plan and the Malaysia National Transport Strategy. In the United States, he is currently working with the Federal Highways Administration to develop a guidebook and training materials to promote value capture approaches for funding roadways.
Herb is passionate about bus rapid transit and congestion pricing.
As of March 2020, Herb is self-isolating on a farm in East Tennessee. His spare time is spent raising exotic chickens and growing beans. He is looking forward to resuming international travel one day.
