Mr. Hernán Otoniel Fernández is a Civil engineer from the University of Cauca, Colombia (1996). He is specialized on land transport infrastructure (1969) and holds a master’s degree in engineering from the National Autonomous University of Mexico (1970), as well as a master’s degree in university management from the University of the Andes (1990). He has been an emeritus professor in the University of Cauca, honorary professor in the University of Arkansas, and director, professor and researcher in the Road Institute of the University of Cauca (1971-1985), as well as rector of the University of Cauca (1994-1998), Technical Secretary General of the National Road Institute (INVIAS) of Colombia (1994-1998), and an international consultant in Latin American countries from 1998 to date.  

He is a consultant and university professor on transport sector policy development and strategic planning, organizational development, road decentralization, road safety, and rural roads. He has specific experience in the design and implementation of road programs with community participation in Bolivia, Colombia, Costa Rica, Ecuador, Perú, Paraguay, and Dominican Republic.
