Holly Burduja is a Senior Public Sector Specialist at the World Bank. Holly has over 15 years of experience in public administration and justice sector reform. Based in Bucharest, she co-leads the World Bank’s justice portfolio in Romania, including two lending operations and a recently completed functional review, and also contributes to various governance and justice reform engagements across Europe. Prior to joining the World Bank in 2016, Holly served as a project manager and technical advisor on digital transformation and cybersecurity to the US Departments of Justice and Homeland Security. She holds a B.A. in Government and International Politics from George Mason University and an M.A. in Middle Eastern Studies from Harvard University.
