Hubert works in the Social Development Unit of the World Bank, and has since 2018. He specializes in operations and social safeguards and has also developed his expertise in labor management procedures and environmental standards of the World Bank Environmental and Social Framework (ESF). He started at the Bank in 2017 in the legal department where he covered the Latin American and Caribbean Region in LEGIA (Institutional Administration Legal Practice), which oversees the Bank's privileges and immunities in member countries. He has been based most recently Niger.
Before joining the World Bank, Hubert worked at an employment, labor, and tax law firm in Belgium.
Hubert holds a Master of Laws from Universite Catholique de Louvain-la-Neuve (Belgium) and a LLM in Environmental Law from Georgetown University (USA). He is an attorney and member of the New-York and Brussels Bar.
