As Associate Director of the Economics and Finance Team at DT Global in the United Kingdom, Hulya works on policy development in public-private partnership (PPP) governance, transactions, government guarantees, financial closure, and innovative financing instruments to promote private financing.
She has over 20 years of experience managing infrastructure finance and PPPs, creditworthiness assessments, sovereign, and sub-sovereign borrowing, as well as working in institutional strengthening, process management, and fiscal policies in line with public financial management. She was leading the PPP unit within Türkiye’s Treasury before working in the consultancy sector and leading the team for the economic and financial assessments on PPP feasibility studies, debt assumption commitments, and documentary negotiations in PPP projects in Türkiye. She has gained proficiency in PPP advisory support in a diversified regional scope, including for Armenia, Azerbaijan, Jordan, Indonesia, Nepal, Kazakhstan, Philippines, Türkiye, Uzbekistan, and Vietnam.
Hulya holds a BSc in Industrial Engineering from METU, Türkiye, and an MBA in Finance from the University of North Carolina at Chapel Hill, USA. Hulya has a PPP Foundation Certificate (APMG), PMP Certificate (PMI), and an EIA Accredited Coaching & Mentoring Certificate (EMCC).
