Ibrahim is a World Bank Senior Health Specialist. He started his career in 1984 as Coordinator of the Planning Unit within the Ministry of Health in Niger where he oversaw the preparation and evaluation of health sector projects and programs, coordinated all research activities and the preparation of the National Health Plan. Following this, he assumed the position of Director of the first health project funded by the World Bank in Niger. In 2000, he joined the World Bank as Senior Health Specialist and held positions in various field offices: Ouagadougou (Burkina Faso), Conakry (Guinea), and Abidjan (Côte d’Ivoire). While based in Conakry, Ibrahim additionally provided extensive cross-support to the Benin Health portfolio. He prepared and supervised several health system support and health system recovery projects that included performance-based financing (PBF), health insurance coverage, Ebola and COVID-19 (Guinea, Côte d’Ivoire, Mauritania, Bissau Guinea, Sao Tome and Principe, and Benin). During the devastating 2014 Ebola outbreaks in Guinea, Liberia, and Sierra Leone, Ibrahim was at the forefront of the Bank’s response. As a core team member, he was one of the main implementers on the ground moving to Conakry to work with the government of Guinea, UN agencies, NGOs, the private sector and the multi-sectoral teams within the Bank. Ibrahim has a bachelor’s degree in Economics from Dakar University and a Master’s in Public Health from Boston University.
