Iulian is part of Open Data Advisory Team, which works to develop and implement a Bank-wide approach to supporting open government data in Bank client countries and unlock the full value of the World Bank's data by removing barriers to its access and use. Iulian has worked on the development and is continuously enhancing the Open Government Data Toolkit, a reference with an overview of the basic concepts behind open government data, and a framework that client countries can use to get started quickly. Iulian joined the World Bank in 2011 after completing a Master of Science in Management Studies at Massachusetts Institute of Technology, where he focused on technological innovation, entrepreneurship and strategic management. He also holds a Master of Economic Sciences and a Bachelor of Finance from Academy of Economic Studies of Moldova.
