Julia Fraser serves as the East Asia and Pacific (EAP) Regional Practice Director for Planet at the World Bank, based in Singapore. In this role, she leads EAP's programs under the Planet Vertical, which encompasses Agribusiness and Farming, Climate, Environment and Natural Resources, Water, and Environment and Social Safeguards. Prior to her current appointment, Ms. Fraser served as Director of the World Bank Singapore Office.
Ms. Fraser brings more than 25 years of World Bank experience spanning energy, transport, water, public-private partnerships, and sustainable development. She has held a series of progressively senior roles across multiple regions: Practice Manager for Energy in the Eastern and Southern Africa Region; Practice Manager for Energy in the East Asia and Pacific Region; and Sector Manager for Sustainable Development in Southeast Asia. Before moving to East Asia, she spent 12 years working across South Asia, including five years leading the World Bank's energy sector engagement in Afghanistan, where she was based in Kabul. Ms. Fraser holds a Master of Business Administration from Vanderbilt University, United States.
