James Markland

Senior Transport Specialist

James Markland is a Senior Transport Specialist with the Infrastructure Global Practice based in New Delhi, where he is responsible for managing and providing technical guidance to road projects implemented at the national level and in the state of Tamil Nadu.  His areas of expertise include the design and implementation of major road projects and sector programmes; rural road project design and implementation; transport sector policy, strategy and institutional reforms; Public Private Partnerships in the road and rail sectors; transport corridors; road safety systems and assessments; social and environmental safeguards; and occupational health and safety.  James has spent much of his career working in developing countries, and since joining the Bank has been based in Malawi (2010-2013), Ethiopia (2013-2019) and New Delhi, India (2019-to date).  

Prior to joining the Bank, he worked in the United Kingdom, Mozambique, Lesotho, Kuwait, Afghanistan, Yemen, and Guyana for international consultants, the International Labour Organisation and as a volunteer development worker on major infrastructure projects, feeder road programmes, and as a technical advisor.  He holds a B.Sc. in Civil Engineering and a Masters in Concrete Structures and is a Chartered Civil Engineer (UK).
