Jemima Sy is the Program Manager for the World Bank's Public-Private Infrastructure Advisory Facility (PPIAF), a global, multi-donor facility dedicated to strengthening institutions to realize sustainable infrastructure with private participation and enabling finance for sub-national entities in key infrastructure sectors such as energy, transport, digital technology and water.
Jemima, a Philippine national, is an infrastructure specialist with 15 years of experience managing and implementing advisory services for public sector clients on policy and regulatory reform for private sector participation and market development. She has extensive experience in Asia and Africa; and, has worked in the Middle East and Latin America.
Jemima completed her Master of Law from the University of Melbourne, Australia.
Jemima is a thought leader in developing the market for performance-based contracts in water loss reduction and co-leads a global partnership between the World Bank Group and the International Water Association on this agenda. She has worked with the Kenyan water regulator on the first shadow credit rating exercise of water utilities.
Before joining PPIAF, Jemima was the global business leader for the water group, overseeing initiatives on local private sector development in 16 countries. She has published on topic of local private sector development, including, “Tapping the Markets: Opportunities for Domestic Investments in Water and Sanitation for the Poor.”
