John Larkin

John Larkin is currently head of the Banks and Infrastructure Finance Branch of the Department of Foreign Affairs and Trade (DFAT), Australia. In this role, he helps advance Australia’s interests in the Asian Development Bank, Asian Infrastructure Investment Bank, and the World Bank Group, as well as several multi-donor infrastructure facilities, including the Asia Pacific Project Preparation Facility, and the Global Infrastructure Facility (which he co-chaired from April 2017 to April 2018).
 
At DFAT, which he joined in 1999, John has played a lead role in trade policy and negotiations, including on the ASEAN-Australia-New Zealand, and the Malaysia-Australia Free Trade Agreements; the Asia Pacific Economic Cooperation (APEC) forum, where he chaired the APEC Committee on Trade and Investment from 2013 to 2015; and as Minister-Counsellor at Australia’s delegation to the World Trade Organization in Geneva. Prior to joining DFAT, he worked on prudential regulation of the Australian superannuation industry with the Australian Prudential Regulation Authority (and its predecessor organization, the Insurance and Superannuation Commission).
