Joseph El-Cassabgui is an ICT and Public Policy Specialist with the World Bank’s Digital Development Global Practice. He joined the World Bank in 2018 and is currently supporting technical and policy efforts to leverage disruptive technologies in the Middle East and Africa.
Joseph is primarily advising governments on issues related to telecom sector reform, digital infrastructure, e-government platforms, and fintech. Prior to joining the World Bank, Joseph led Bosch’s digital transformation efforts in Canada and provided advisory services to the Treasury Board of Canada on issues related to digital strategy and trade reform. He has been published in various international outlets, including Yahoo News and the Huffington Post.
Joseph holds a master’s degree in international economics from Johns Hopkins University (SAIS) and an undergraduate degree in commerce from the University of Toronto (Rotman). He speaks English, Arabic, German, and some French.
