Juan Carlos Izaguirre is a Senior Financial Sector Specialist with over 15 years of experience in banking and microfinance supervision, financial consumer protection, deposit insurance and banking resolution. He leads technical work with standard-setting bodies on financial inclusion and supervision issues, including guidance on supervision and regulation of institutions engaged in financial inclusion for the Basel Consultative Group’s Financial Inclusion Workstream, research on deposit insurance for digital finance products, and contributions to the OECD Task Force on Financial Consumer Protection. Before joining CGAP, he worked for 6 years with the World Bank as a core member of their Global Program on Consumer Protection and Financial Literacy (including technical advice in Africa, Latin America, and East Asia, and development of Good Practices for Financial Consumer Protection) and the Europe and Central Asia Region (including extensive work on consumer protection in Russia, Armenia, Tajikistan, Azerbaijan, Latvia and Bosnia & Herzegovina).

Prior to joining the World Bank, Juan Carlos was a Policy Analyst for the Regulatory Affairs Department of the Institute of International Finance. Juan Carlos began his career as a credit risk analyst in the fifth largest bank of Peru, and worked for six years at the Superintendence of Banking, Insurance and Private Pensions of Peru, as supervisor in banking, microfinance and consumer protection issues.

Juan Carlos is an economist with a master's degree in International Relations and Public Administration from the Maxwell School of Syracuse University, and a Master of Finance from Universidad del Pacífico of Peru. He has trained banking and microfinance supervisors, including with the Financial Stability Institute and the Toronto Centre.
