Senior Governance Specialist | Public Administration - Institutions Global Department

Juan Pablo Guerrero is a Senior Governance Specialist at the Public Administration Unit of the Institutions Global Department of the World Bank, where he co-leads the Anticorruption for Development Program. With over 30 years of expertise in governance and institutional change, his career is dedicated to reforming and strengthening governance systems while combating corruption on a global scale.

He served as the Network Director of the Global Initiative for Fiscal Transparency network from 2014 to 2023, working to advance fiscal transparency, inclusive public participation, and accountability worldwide (the GIFT network is housed at the International Budget Partnership). He was a founding Commissioner of the Federal Institute for Access to Information & Data Protection in Mexico from 2002 to 2009, and subsequently served as the Secretary General from 2013 to 2014. He managed the Mentoring Governments Program at IBP from 2009 to 2013.

Before 2003, he was a university professor at the Center for Research and Teaching in Economics (CIDE) in Mexico, specializing in public administration reform for accountability, anticorruption, and fiscal transparency. His academic background includes master's and PhD programs in public policy from SAIS-Johns Hopkins University and Sciences-Po, respectively. He began his career as a news reporter and correspondent in Washington and Paris.
