Judith Ibiada Warmate is a Senior Water Supply and Sanitation Specialist at the World Bank, bringing over 17 years of progressive experience in the water, sanitation, and hygiene (WASH) sector across Nigeria, Sierra Leone, and the United Kingdom. She has built a diverse career spanning the private and public sectors, including roles in engineering consultancy, government agencies, utilities, and international development organizations.

Her expertise covers water supply and sanitation systems, governance, and project management, designing and implementing large-scale, impact-driven programs. At the World Bank, Judith co-leads the Sustainable Urban and Rural Water, Sanitation and Hygiene Program for Results (SURWASH) in Nigeria and the newly approved Sierra Leone Water Security and WASH Access Improvement Project, driving reforms that enhance service delivery and access.

Judith is recognized for her ability to foster collaboration among government counterparts, development partners, private sector actors, and civil society, navigating complex, multidisciplinary environments to achieve sustainable results.

She holds a Bachelor’s degree in Water Resources and Environmental Engineering, from the Ahmadu Bello University, Zaria (Nigeria) and a Master’s degree in Sustainable Engineering (Energy Systems and the Environment) from the University of Strathclyde, Glasgow (United Kingdom).
