Julio Cesar Casma is a strategic communications and external affairs professional with the World Bank Group in Latin America and the Caribbean. He leads communications and digital positioning efforts for Bolivia, Chile, Ecuador, and Peru, driving initiatives that strengthen the institution's reputation and expand its influence among governments, development partners, media, and other key stakeholders. He also advises multidisciplinary teams across the region on strategic communications, public affairs, and digital engagement, transforming evidence and knowledge into narratives that drive relevance and impact.

Julio Cesar has more than 14 years of experience with the World Bank Group, contributing to the design and implementation of initiatives at the national, regional, and global levels while progressively taking on greater responsibilities within the external affairs function. He holds a Bachelor's degree in Communications from the Pontifia Universidad Católica del Perú, an MBA in Digital Business from the University of Barcelona, and a Master's degree in Digital Marketing and Social Media from the Complutense University of Madrid.
