Justine Bailliart is an Economist Consultant in the World Bank’s Education Global Practice, where she specializes in education in fragile, conflict, and violence-affected settings (FCV), skills and workforce development, and education technology, with a focus on Africa. She previously worked in the Bank’s Poverty Global Practice, conducting research on youth at risk as well as on disparities in access to public services. Prior to joining the World Bank, Justine served as a Program Associate with the United Nations Development Programme in Timor-Leste, delivering programming on peace, justice, and strong institutions. She holds a bachelor’s degree in international relations and history from the London School of Economics and a Master in Public Policy (specialization in economic development) from the Harvard Kennedy School.
