Justine Espina-Letargo is the online communications officer for the World Bank's Philippines and Vietnam hub. She has done research on communications and new media, where her most recent work on online political campaigns titled "Facebook & Twitter - Democratising Participation in the Philippines,' was published by the Konrad Adenauer Stiftung Media Programme in Asia. Her engagement with electronic campaigns began at the Communications and New Media Programme of the National University of Singapore where she completed her masters degree. She was a political journalist with the People's Television Network (PTV-4) based in Manila after graduating from the University of the Philippines with a B.A. in Broadcast Communication.
