Jyoti Bisbey

Advisor on Infrastructure and Climate Finance, World Bank

Jyoti is a global expert with more than 20 years of experience in leading green and resilient infrastructure finance and public-private partnerships (PPPs) in developing countries. She has worked at the World Bank Group and the United Nations with developing countries to support governments’ public investment pipelines, preparing PPP projects, and financing climate action in infrastructure. 

Jyoti has led the establishment of two global benchmarks on private investment in developing countries—Certified PPP Professional (CP3P) and private capital mobilization (PCM)—and currently serves on the third one as the Executive Advisory Committee member for the FAST-Infra Sustainable Infrastructure® (FAST-Infra) Label and leads the Climate Mitigation and Adaptation Technical Panel on the UNECE PPP and Infrastructure Evaluation and Rating System (PIERS). She is also an Executive Committee member of the World Association of PPP Units and PPP Professionals (WAPPP), Climate Advisor to the International Resilience and Sustainability Center (ISRC), Sustainable & Innovative Financing Advisory Board member of InfraBlocks Technologies Pte Ltd, and the Associate Editor of the Journal of Infrastructure, Policy and Development at the Lee Kuan Yew School of Public Policy, part of the National University of Singapore (NUS). She has published extensively on a variety of topics including bringing resilient, green, and inclusive infrastructure development through private sector financing in public investments.
