Kei Otsuka is a Professor of Development Economics at the National Graduate Institute for Policy Studies (GRIPS) in Tokyo. He joined DECVP last April and will be here for one year. He will work as a core team member of World Development Report 2013. Kei is an expert in the field of industrial development and has also published extensively in the area of agricultural development in both Asia and Sub-Saharan Africa. He received his PhD in Economics at the University of Chicago and was previously a post-doctoral fellow at the Economic Growth Center at Yale, visiting scientist at he International Rice Research Institute (IRRI), and visiting research fellow at IFPRI. He has served on the editorial boards of various international journals, including Economic Development and Cultural Change. He was formerly chairman of the board of trustees of IRRI and is currently President of International Association of Agricultural Economists,
