Keongmin Yoon is Counsel at the World Bank, where he advises on digital policy, open source licensing, and data governance. He is a leading expert on global legal reforms for digital transformation, with a focus on cybersecurity, digital government, and cross-border data frameworks. Keongmin serves as the Bank’s delegate to UNCITRAL on digital and technology law and represents the institution more broadly in related multilateral processes, including the UN Ad Hoc Committee on Cybercrime and the OECD Roundtable on Access to Justice. He also leads the Bank’s participation in the Legal Working Group of the Development Data Partnership. His work bridges legal innovation with institutional and operational policy—enabling teams to share tools, data, and software more openly and securely across sectors and jurisdictions, while helping governments build the legal and institutional foundations needed to adopt and sustain these solutions.
