Khalid Al-Moteiry is a health policy and systems reform leader with more than two decades of experience driving national transformation initiatives across Saudi Arabia’s health sector. As Director of the National Health Policy Department at the Saudi Health Council, he leads the design, evaluation, and institutionalization of national health policies to strengthen governance, enhance policy coherence, and promote evidence-informed decision-making.
His work sits at the intersection of policy, economics, and system resilience. Khalid has contributed to high-level national committees led the development of strategic national frameworks, including the National Medicine Security Policy. in collaboration with the World Bank, he co-developed the Health Policy Maker’s Manual and Health Policy Evaluation Guideline to institutionalize data-driven policy processes and strengthen technical capacity across government entities.
He has worked closely with international partners including the World Bank, WHO to advance governance reform, pharmaceutical systems strengthening, and cross-sectoral coordination. His expertise spans regulatory harmonization, and large-scale institutional transformation aligned with Saudi Arabia’s Vision 2030.
Khalid holds a Master’s degree in Health Economics from the University of Queensland and Master of Public Policy and Management from KDI School of Public Policy and Management.
