Senior Energy Specialist

Koffi Koménan, a 48-year-old Ivorian national qualified energy engineer employed by the World Bank since 2020, as Energy Specialist in Cameroun in the West and Central Africa Region. He joined the World Bank's Madagascar office on February 1, 2024, as Senior Energy Specialist. He covers energy sector programs in Madagascar and Comoros. Komenan supports sector dialogue, the implementation of ongoing investment projects and the preparation of new World Bank projects in Madagascar and Comoros. It also supports the analytical work in the energy sector of the countries concerned and their efforts to provide clean, affordable and sustainable electricity. He is based in Antananarivo (Madagascar). Koménan has worked from 2020 to 2024 in the World Bank's Energy Department for West and Central Africa. He led several projects/activities on access to electricity, hydropower development, hydro-solar hybridization, and sector reforms in energy portfolios in Gabon and Cameroon. Before joining the World Bank in 2020, Komenan worked as an energy specialist for over 10 years with various national and international organizations, including the Renewable Energy Directorate of the Côte d'Ivoire Ministry of Energy, UNIDO and USAID/Power Africa. He graduated from the “Institut National Polytechnique Felix Houphouet-Boigny (INP-HB)” in Yamoussoukro (Côte d'Ivoire). Komenan is married and has three children (16, 14 and 10 years old).
