Kouami Messan, senior procurement specialist, has been based in Togo World Bank Country Office since October 2017. Earlier he held different procurement positions in the Cameroon Country Office, covering the Cameroon and Gabon portfolios, and providing cross support to the CAR portfolio.
He contributed to the implementation of 2 PFM Reimbursable Advisory Services (RAS) in Gabon. He has been with the World Bank for more than 19 years, working closely with the client countries, mainly in Cameroon, Gabon and Togo, in supporting their public procurement reforms. Recently in Togo, he contributed to the revision of the PPP laws and co-led with African Development Bank the MAPS assessment of Togo’s public procurement system. He supported the establishment of the African Public Procurement Network and Network conferences in Togo (2018), Senegal (2019) and Eswatini (2022).
Before joining the Bank in October 2003, he was Procurement Consultant and Manager of a civil engineering consulting firm he created in Togo. He was the Project Leader of Togo AGETIP branch, with increased responsibilities in procurement and civil engineering under World Bank-financed projects. He graduated from the Civil Engineering School of Yamoussoukro (Cote d’Ivoire) and in Hydrogeology from the Hydrogeology Center of University of Neuchatel (SWITZERLAND).
