Luis is Acting Global Manager for Climate Analytics, Policy & Regulation in the WBG’s Climate Department. He leads a team delivering upstream analytical and policy support on carbon pricing, carbon markets, and climate finance for adaptation and resilience. His responsibilities include overseeing the Program for Market Implementation (PMI), with a focus on designing policies and instruments that strengthen market mechanisms and accelerate low-carbon, climate-resilient growth.
