Leah April is a highly qualified Public Financial Management, Public Administration Reform, and Program Manager with over 20 years international and domestic experience designing and implementing comprehensive budgetary framework improvements at the central and sub-national levels of government. Since 1995, she has been responsible for and involved in a wide-range of consulting assignments covering financial management and budget restructuring; organizational design and workforce management and development programs including the design, implementation and evaluation of extensive training and capacity building initiatives in transforming economies throughout Eastern Europe, Eurasia, and Southeast Asia.
Ms. April currently serves as the World Bank Task Team Leader for the Public Financial Management Reform Program in Cambodia and as Public Sector Coordinator for Lao PDR. She is the Treasury Community of Practice (T-COP) facilitator for the Public Expenditure Management Network in Asia (PEMNA).
