Liliana Olarte is a Senior Economist for Disruptive Technologies and Venture Capital at the International Finance Corporation, leading economic and development-impact analysis for IFC investments in disruptive technologies and venture capital funds. She collaborates closely with investment teams, startup founders, and investors, supporting projects throughout their lifecycle—from origination and structuring to approval and portfolio monitoring—by integrating economic analysis into investment decisions and strengthening development-impact outcomes.

Alongside her operational work, Liliana has authored numerous publications on digital technologies, financial inclusion, and gender outcomes. Her work includes a flagship report with Coursera examining the labor-market impacts of online learning for women, a study with Revelo and Lightcast on how digital talent platforms can benefit firm productivity, and a flagship report on how gender diversity within venture capital firms influences capital allocation to women-led businesses. Her research has also been published in peer-reviewed academic journals.

Prior to joining the World Bank Group, Liliana worked at the TPG Rise Fund and IDB Invest, where she led impact due diligence and valuation for investments spanning EdTech, FinTech, digital infrastructure, manufacturing and tourism. She holds a Master in Public Administration in International Development (MPA/ID) from the Harvard Kennedy School.
