Luis Andres

Lead Economist for the Infrastructure program in Brazil.

Luis A. Andrés is an Economist with 20+ years of work experience in infrastructure economics. Currently based in Brasilia, Brazil, and working as a Lead Economist for the Infrastructure program in Brazil. He was previously Program Leader for Infrastructure in Brazil. In this capacity, he oversaw operations and analytical work in the Transport, Energy, Water, and Digital Development portfolios implemented by the World Bank. Before joining the World Bank, he was the Chief of Staff for the Secretary of Fiscal and Social Equity for the Government of Argentina and held other positions at the Chief of Cabinet of Ministries and the Ministry of Economy, Works, and Public Services in Argentina. He holds a M.A. and Ph.D. in Economics from the University of Chicago and a degree from the Engineering School at the University of Buenos Aires. He has authored 100+ books, chapters in several books, monographs, and articles on development policy issues with a particular focus on infrastructure.
