Luquan has got both first and second degrees on transportation engineering; and he has more than 22 year experience in transport sector, out of which 8 years in the UK working as divisional manager, principal engineer in 2 largest consulting firms in the UK. In September 2010, he joined the Bank transport team in Beijing and moved to the Bank Kabul Office in the beginning of 2012.
