Luz Stella Rodriguez-Novoa is a Senior Social Protection Specialist working in the Latin America region. Luz has a BA in Finance and International Relations from the Externado University of Colombia and has Masters in Political Economy from the University of Essex in the United Kingdom and in Planning from the University of Toronto in Canada. Her main areas of interest revolve around innovations in social protection and on the “delivery” (the “how to”), with an emphasis on social registers and payments from governments to persons (G2P). Her aspiration is that social protection service delivery systems in the future will be client-centric, more inclusive and adaptable in the face of crises. Likewise, Luz works to include migrants and refugees as legitimate recipients of long-term social protection interventions. Luz is based in Washington DC.
