Manuel is a city management and urban governance consultant at the World Bank’s Urban and DRM Unit for Latin America. His work focuses on enhancing city governments’ operations and service delivery through the adoption of collaborative practices, digital tools, and data-driven approaches. He has co-led urban and territorial development initiatives in Chile, Colombia, and Honduras, and contributed to analytics and capacity-building projects with the Development Economics Data Group. Prior to the Bank, Manuel was a Research Associate at the Bloomberg Harvard City Leadership and a Research Fellow at the Inter-American Development Bank’s Labor Market Division. Manuel has an MPA from Harvard University, completed public policy studies at Sciences Po in Paris, and holds a Bachelor’s in Finance and International Relations from Externado de Colombia University
