Marcel is an independent consultant specializing in public-private partnerships (PPP) and an accredited CP3P trainer with over 25 years’ experience. He was founder and director of the PPP Unit within the Dutch Ministry of Transport and served nine years as the PPP & Financial Advisory Services Director at the Dutch consulting firm ECORYS. Before ECORYS, he worked for PricewaterhouseCoopers, the Dutch Ministry of Transport, and Arthur Andersen.
Marcel has worked on more than 100 projects predominantly in transport infrastructure, including roads, railways, ports, and the real estate sector in over 50 countries, mostly in Europe, Asia, and Africa. He has supported over a dozen governments and several multilateral institutions in the design of a policy or instruments to enable and facilitate private sector participation in the provision of public services. He has also supported the development of country PPP frameworks, including in Poland, Türkiye, Albania, Jordan, Georgia, Kyrgyz Republic, Uzbekistan, Pakistan, Bangladesh, Nepal, Indonesia, Vanuatu, Papua New Guinea, Lesotho, Ethiopia, Nigeria, and Saudi Arabia. This included setting up PPP units, drafting of PPP laws and regulations, design of fiscal management proceedings, capacity building, and/or the identification of a PPP pipeline.
Marcel has screened numerous PPP initiatives and delivered dozens of feasibility studies/outlined business cases, and been involved in a number of transactions as financial expert or team leader. Activities typically include drafting of tender documents and supporting/guiding the tender process, including bid evaluation and if applicable, negotiations.
