Marcela Rozo is a Senior Public Sector Specialist based in Kathmandu, Nepal working on fiscal federalism and public sector reform. Her work at the Bank has focused in areas of transparency and accountability, open data, citizen participation, eGovernment and anticorruption, with an emphasis on transparency in procurement through her work on open contracting. Before joining the World Bank in 2011, she worked for the International Secretariat of Transparency International (TI) in Berlin as manager of the Transparency in Public Contracting Programme, after leading the work of the Colombian chapter of TI on transparency and anti-corruption in the public sector. Marcela has also held different government posts in Colombia in the fields of decentralization, citizens’ participation, rural and regional development, and capacity building of local governments.
