Mark Leybourne is a Senior Energy Specialist in offshore wind at the World Bank. He co-leads the joint ESMAP-IFC Offshore Wind Development Program and is helping to accelerate the deployment of offshore wind in developing countries. Mark, who has been working in offshore wind for his entire career, has a PhD in offshore renewable energy from the University of Southampton, UK.
