Mark Raygan Garcia is the Director of the Office of Information and Publications of Silliman University in the Philippines. He is the youngest to hold an administrative position in Silliman, appointed at age 22. He has led projects for the Knowledge for Development Community Network, supported by the World Bank Philippines, including one on developing household solutions to climate change, an e-course on localizing poverty reduction, and a youth training in ten Philippine cities in monitoring transparency in local government procurement. In 2008, he was among 19 youth leaders invited to the Youth@Annual Meetings in Washington, D.C., a pilot program of the World Bank-International Monetary Fund Annual Meetings. He graduated from Silliman in 2003 with a degree in Mass Communication, and will be pursuing a master’s in public policy and governance in September this year in Hong Kong. On the side, he cooks and manages a restaurant.
